When people ask how to "rate" a mini PC, they are usually asking one of three things: how fast it runs, how reliable it is over long duty cycles, or how good its specifications are relative to what they need. A useful rating therefore combines measurable hardware parameters — processor class, core count, clock frequency, cache size, memory capacity and storage type — with practical factors such as thermal design, power draw, port availability and operating system support. The Specifications That Determine Performance Rating

The processor sets the ceiling for everything else.
