There is no single "smallest" Micro-ATX (mATX) case, because size is governed by the motherboard standard itself. A Micro-ATX board measures 244 × 244 mm (9.6 × 9.6 inches), so any case that genuinely fits one has a practical floor of roughly 250 mm in width, plus clearance for the power supply, drive bays and cable routing. In practice, the most compact mATX enclosures land in the 15–25 litre volume range, often with a low-profile or SFX power supply and a horizontal motherboard orientation to keep height down.

Micro-ATX sits between Mini-ITX and full ATX, and that middle position is exactly why it is popular for space-efficient systems: you get four expansion slots and four DIMM slots instead of the single slot and two DIMMs typical of Mini-ITX, while giving up very little footprint.

The biggest space savers in a small mATX build are the power supply format (SFX or TFX instead of ATX), the drive configuration (M.2 only, no 3.5-inch bays), and the cooler height limit. Low-profile CPU coolers under 60 mm, short graphics cards, and a single 120 mm intake fan are usually enough for the processors found in office and industrial systems. Ventilation matters more than volume: a tightly packed case with poor airflow will throttle long before a slightly larger one will.
